Number one on your list should be submitting your blog's URL and RSS feed to blog and RSS specific directories. This way you'll increase your blog's exposure to a maximum number of potential readers, thus increasing your blog's traffic potential.
Second on your list should be making regular posts on your blog, and once you've posted an entry, you should then ping the blog and RSS specific directories to tell them that you've updated your blog.
